A standalone WhatsApp messaging API is not offered on this service yet.
POST /whatsapp/v1/messages:send returns 501 NOT_IMPLEMENTED.
WhatsApp interactions can be initiated through the Interactions endpoint on the Voice API, which starts a customer interaction on a supported channel:
POST /voice/v1/interactions:click-to-interaction
Availability depends on the channels enabled for your account.
